Most colleges and universities want "scholarly" citations. Half of Wikipedia citations seem to be from a basic google search.

Not surprised. Filing a plagiarism case is more trouble than it is worth. At a lot of universities, the process is more complicated than simply giving a zero on the assignment. It goes to the administration which creates headaches for everybody.
I had a case this semester already. Made the student write an essay on why plagiarism is bad, then gave her 50% credit on the original assignment. Headache avoided and maybe the student learned something.

Yeah I can’t imagine this was at a real school. I know plenty of examples of kids getting kicked out of some mediocre colleges for far less egregious cheating.
