Despite you not liking your neighbor, but finding the rest of his family nice, it doesn't sounds like your family and his are 'friends.' Probably best to just ignore the situation.

So is he doing all this stuff right by his house? If so, he might be the dumbest person alive. Or is this one of those towns where 5 people live so you bump into each other at the two stores in the whole area (one is usually Dollar Tree, and the other is Dollar General)?
