they have hatches large enough to lower in a skid steer. outside of digging out a substantial portion, this is the only way.

Just to get the mud out, how about using the pumps that cement trucks use to move redimixed cement to back yards etc where the truck can't go. If they can pump cement, they can move mud. Dump it in the lower ninth, it can use all the elevation it can get.

If it was just mud that might work, but that's a bunch of other stuff that's being held together by the mud. They'd be constantly trying to clear the intake clogged with all the other shite.

That was my favorite part. Yeah, multiple large obstructions have no impediment on flow. Water flows so therefore this type of shite couldn’t contribute to flooding.

To the extent these canals weren't being cleaned/inspected on a regular basis, it's absolutely falling on him.

Guy said it was a major problem. Water still flowed around it, so it wasn't a complete blockage, but still a major one that no doubt leads to problems.

I've said for a year now, the current problem isn't the pumps. You can have all the pump capacity in the world, if you can't get enough water to the pumps, it is useless.
