Agreed. Some of these headlights must be illegally bright. It's ridiculous. I'm shocked sometimes by how bright their low-beam lights are - I'll flash my high-beams, only for them to flash theirs back.

Well this is silly.
Lighting technology in general has changed tremendously over the past 10 years. The biggest difference to me with headlights seems to be not necessarily the brightness, but the fact that much higher color temperatures are possible with LEDs and xenon bulbs becoming more widespread.

When one of those lifted trucks come up behind me I adjust my two side mirrors to shine back at them. Then I drift left or right in my lane to keep at least one mirror on them. It’s an estimation, I know, but several times I got it right and they have backed off a little. What I can’t do anything about is people in the oncoming lane flashing THEIR brights at the fricker behind me, and ultimately leave their brights on as they pass. THAT shite almost causes me to wreck.

I obviously don’t know your age, but early cataract could explain your changing perception of light brightness.
You can have two cars pass you that are totally fine, then the third fricking blinds you.
Something is wrong with you if you don't notice the differences in brightness of headlights.

I have an old Qbeam spotlight. When they come up behind me I just hit them with the Qbeam. Probably get a ticket eventually for it but I don’t see the difference.

I think it is illegal, just not enforced.
Issue is kids putting HID bulbs in reflector housings.
If talking about OEM headlights, they all have to meet DOT regulations. If they are too bright, chances are they are not aimed properly (mostly lifted and leveled F150s with the LED headlights).
