Definitely more than that. My parents in OM drained to about 8 inches of space for their pool this morning. Overtopped.

Okay surly they closed the outfall canal gates and activated the pumps to pump out the canals.

City has gotten so bad with the flooding that you can't go around the barricades underneath the overpasses now without getting stuck

Not replying to you specifically....

I am told the 90+ pumps have the capacity to pump off 1 inch of water out of NOLA per hour. If the rainfall exceeds that capacity or the capacity is impaired, the water rises.

Why they haven't worked out the kinks of potential power outages and pumps going down is beyond me. WTF are they doing all year outside of hurricane season? Katrina was 19 years ago.
