That national park is essentially an uninhabitable desert and has only 250 people living in it who are employees of the park service and their family.
He didn’t do a great job explaining, but he’s talking about places like Terlingua and Lajitas that would lose its appeal if the park and river had limited access.
The 11,000 crossings are in the Big Bend district. Not the park itself.

There are no thriving communities in west Texas. Fine. Put the wall on this side of the park and put a 45 minute wait checkpoint at every exit.
