This particular drought was short term. The drought that was in place before the 2015 wet season was much worse and lasted much longer.
California, specifically the Sierra have had a few decent wet seasons as of late.

Most of that rain just drained right into the Pacific. What this state really has is a water storage problem. Yet, although there are tons of reservoir projects on the books, Gov Brown et al had the foresight to stall them all thinking we would never get rain again so wouldn't need the storage. Instead he wanted to build these water tunnels from the Sacramento Delta down to So Cal..

I’m surprised mudslides haven’t been a bigger problem since wildfires burned so much vegetation this past year, leaving a lot of hills barren.
