The worst drivers in California are not the Asians
They are Mexican illegals, mostly in gardening trucks and cleaning vans, who have to drive slow to avoid getting speeding tickets, which means deportation

This illegal flat towing of vehicles on public highways in the US pisses me off.
50 to 60 mph on the Interstate and usually in a pack of two or three units.
To be legal, every vehicle with at least one axle on the pavement must have a valid license plate on it and have a valid registration.
Local jurisdictions don't want to frick with them because the drivers are usually illegals and the paperwork and process gets complicated for little return. The Central Americanos are heading the wrong direction to be running drugs (coals to Newcastle).
We are allegedly a nation of laws?

I doubt anyone will believe this but last week on I-10 between Slidell and Covington I saw a south of the border type driving a SUV that was pulling a trailer. The trailer was swaying back and forth like crazy. I get up to it. The dude had what looked like a drawbar off of a tractor lashbed to the SUV bumper with a tow chain. The trailer was then hooked up on a ball that was welded onto the drawbar.

The question can't be asked in a vacuum, am I retired, at what income level, do I have kids, etc...
NOLA is going to hell medium & long-term.
L.A. isn't heaven but by comparison the work ethic there is better. (Faint praise indeed)
In both places there are a way more folks in the wagon than pulling the wagon.
ETA: Fortunately the two choices you presented are not my only two choices.

It's close, but here in Texas I think Asian females are the worst. Mostly they drive intensely slow.

In Houston on I-10 slowest car on the road was always an Asian female. You couldn't tell this from behind, but as you passed, you'd see the upper two inches of her head at steering wheel height and sometimes two hands tightly gripping the wheel in sheer terror.

In South Florida (both coasts) on down to the Keys you've got crappy drivers of all shapes, colors, and sizes.
It's a Combo Platter.
To me though the worst is the ancient fossil of any race behind (moreso "under" than behind) the wheel of a 20 year-old rwd Cadillac or Town Car.
