Im baffled by this logic.
No way they actually want to stop the payments, just eliminate the payments from the black fathers and instead payments to mothers will come from taxpayers.

Newsome is already backing down as he realizes that there is no way the state can afford to make these payments. But imagine this : if biden's free covid money distribution was rife with fraud, how many millions would be lost to fraud with these payments? A State agency would be responsible for issuing the payments & what race, in Calif. anyway, usually fills State agencies positions? Cousins issuing payments to cousins?

This is all pretty dumb, blaming others for your poor decisions. However this law only applies to back payments where the child is no longer in the mothers care(ie… the kids is now older than 18)
