Read it more carefully. It affects 70-80% of the tires sold in the state, forces all mainstream tires to low rolling resistance, which hurts braking distance and cornering grip in favor of fuel economy. The only UHP street tire you can get will be a winter all season one.

When I bought my current car, it had LRR tires. Performed like absolute dogshit in the rain. Could have just been those tires, but when it was time to replace them, I didn't go with LRR, and it had nothing to do with cost.
Any tire guys can tell me whether that was just a bad model or the norm?

The less rolling resistance, the less grip on the road. I drove through Southern California when they had that crazy snow storm the day before Thanksgiving. Four hour drive took 12 hours having to drive around 1000's of cars that slid off the highways. Now, California wants to severely limit the tires that can be bought.
I'm going to bet there is a "recommended brand" that makes somebody super rich in their state.

So normal road tires have to be LRR. I have these Michelin Cross Climates on all my vehicles. Google says they aren't LRR, far from it, but they are excellent damn tires. California is batshit. Maybe they're all weather winter performance tires? Who defines this shite?

So Cali has the highest gas taxes and regulations that make their gas highest in Nation. Something they caused.
Now they will use that inflated gas cost to regulate tires which will drive up the cost of replacement by as much as $300 for a full set.

Looks like you can get summer uhp tires. Now I have no problem with the 15k street miles these deliver because of car things. But, some of them can be a little sketchy in a downpour, they don't like temps under 40f or so.
I bet this is aimed at folks putting "regular tires" vs lrr tires back on their Prius and Tesla's when they wear out. Tesla folks destroy some tires. Heavy car and shitty roads and low profile tires equals flats.

And just wait for insurance companies to raise rates in cali since the LRR tires by design have less traction and thus less handling, less braking capacity, and less all weather gripping.
