It’s not a law. I dare a cop try to issue me an unlawful summons. They would be acting as a state actor outside their authority if they did that. Someone smarter than me can cite the federal law the officers would be violating.

Let's say a white cop sees a black person in public not wearing a mask. Do you think for one second they are going to want to engage that person?
If I was a cop in BR, I'd simply ignore the order.

A Shreveport cop saw a black guy violating a sagging pants ordinance. Cop readily engaged, gave chase, and ended up shooting the guy. He’s dead.
