Broken stoplight scenario

Went through this today and thought that it was an accident waiting to happen.
The road I'm on deadends into another via a stop light (i'm the shaft of the "T"). Both my road and the other road has stoplights.
The lights are apparently fricked up as mine is flashing red and there is a 4-way stop sign ( this is only a 3 way stop but NBD) placed beside the intersection around an orange barrel. However the other road's (top of "T") stop sign is flashing yellow. And since its just yellow people are blowing through it which is what you'd expect.
There is also a couple of black guys shooting the shite around a pickup truck in the nearby gas station. One of the men looks like George Jefferson. This has no bearing on the traffic light situation as it is merely an aside.
My thoughts are that when traffic lights are out they need to make every one of them the same flashing color so people know what to expect. For myself, I noticed the other road only had a yellow instead of red so I made sure no one was coming before I proceeded through. But I could see where someone else would assume that the intersection be treated as a 3way stop because of the malfunctioning light and hence they could go after coming to stop (not knowing that the other road had a yellow).
Anyone else seen something like this? Is it normal? I learned that when I come up on a malfunctioning light flashing red that I don't assume everyone else also has a red.

Are you saying that there was a small rectangular sign that said “4-Way” beneath the stop sign? If so, it’s definitely a dangerous situation if both of the other directions on the cross street are blinking yellow.

The "stop" sign was as temporary as the malfunctioning lights. It was just an orange safety barrel that the city had attached 4 stop signs around it. But even if they didn't have the stop sign up I think the different flashing lights is a problem. The stop sign just made things even worse.

Being you were in the shaft I would assume that I would have to stop and they would have caution. It's like when someone is making a u turn they have the right away to someone else tuning on the same path as them. People frick that up to. I dont care how long you been at that light or stop sign. Dont have right away

Well, its actually pretty smart on their part if you have mamooks like me who thinks If I have a blinking red light then everyone else must as well. I pull into the intersection because I've already come to a stop and I'm incorrectly thinking you also have to stop.

It doesn’t sound like the lights were broken. The other side is always yellow and your side is red. Like it was.
Some dumbass put out stop signs.

the shaft never has right of way. Think of it as you waiting to pull out of a parking lot onto a street whenever you come up to a 3 way stop on the shaft.

My now deceased grandparents in law had them all around their large subdivsion. That was my first experience. You'll also see those where they don't want traffic to back up to a main highway.

I was driving near the Dallas zoo 15 or so years ago and came across a stoplight with a bird's nest in one of the lights.

Did the stop signs also have the "4-way" rectangles, too?
Was the stop sign to your right of the intersection?
My guess is that stop sign is intended only for the shaft of the T (the tip of the shaft, in particular), and the lights are correctly flashing yellow for the top, red for the shaft.

If the road that is the shaft intersects stays the same name than yes I am right. You are talking about a 90 turn with a smaller road coming in. That's different that OP
