Three way stops are stupid. I think the way it was handled with the red for the dead ending street and the yellow for the continuous street is perfect.

You should always do this at a stop sign or stop light.

My thoughts are that when traffic lights are out they need to make every one of them the same flashing color so people know what to expect. For myself, I noticed the other road only had a yellow instead of red so I made sure no one was coming before I proceeded through. But I could see where someone else would assume that the intersection be treated as a 3way stop because of the malfunctioning light and hence they could go after coming to stop (not knowing that the other road had a yellow).

If one road is more highly trafficked, it makes no sense to make them stop. It would create a traffic nightmare.

If someone doesn't notice the other way is flashing yellow, the wreck is their fault. It's no different than not noticing the light was green and theirs was red.

Some dumbass put out stop signs.

Exactly. The problem isn't the signals; it's the stop signs. They're giving motorists mixed signals (sorry for the pun): a stop sign means stop, while flashing yellows mean proceed with caution. If they just removed the stop signs, everybody would know what to do.

I agree. The lights weren’t broken, they were in flash mode as they are designed to be. Some dumbass put the stop signs out there thinking they were broken and in doing so created a very dangerous situation.
