There is no need to bring in the Marines to kill first, ask questions later.
We already fixed this problem twice. Once in the late 90s and once in 2011-2014.
You have to have dedicated street crimes groups. You have to have NOPD, DA, FBI, ATF, and the US Attorney all pulling in the same direction. The RICO cases made a huge dent in the problem.
But then, because of NOPD staff shortages, we gave up the solution. Now we don't have enough people doing gang work. And the gangs have been able to rebuild.
If there is a role for the military, it is to deputize guardsman MPs and allow them to patrol in the city. That would free up NOPD officers to get the street crimes group built back up again.
I don't see us ever getting back to 1400-1600 officers doing what we are currently doing. We need to think outside the box.
There was also an idea of creating sort of junior level officers that only did things like traffic accidents, incident reports, etc. Whatever happened to that plan?

That would probably be a bad idea since some marines there recently got arrested for rape.
