Between Ossie and Swaggert (before his falls from grace) they made sure no one would be able to drink alcohol, and that did indeed kill the entire project.

The big department store shopping in downtown back then was Maison Blanche/Goudchaux's on Florida/Laurel/16th Streets, which I believe didn't close until 2004 or 2005 when Maison Blanche got bought out. That was actually still a decent store until then. I remember that their Christmas decorations included a large Santa on the roof of the entrance canopy. My mother and grandmother used to take me to get Santa pictures there when I was 4 or 5 years old. Building is now offices for some government org.
Downtown was dead in the 1990s. It started showing signs of life in the mid 2000's and now it looks pretty nice today. Still needs work but it's coming alone nicely.

BRPD put their horse stables there and you could walk through them. That was the only thing I remember enjoying when visiting as a kid.

No, the problem was with the basic concept itself. They tried to make it a "family" attraction, a destination for people with kids. The problem was that people, especially college kids, go downtown to be naughty--to eat, drink and get laid. They tried to make Royal Street appeal to a Bourbon Street audience.

That's just not realistic as the primary focus for most down towns after 1955.

I think I remember my mom saying at first the business was good because on Sundays, every other place to go shopping was closed (including Bon Marche and Cortana). They changed the rule and that had an affect on business.
I could be wrong, she talked about this a long time ago.

It was a pretty cool place. Was even more cool when it was raining. Made it seem kind of spooky with the fish swimming overhead.

That was a huge catfish aquarium.
I always looked forward to feeding those catfish. The way they would froth the water was cool.
