I don't think the issue is whether or not she should have checked it or not. The bigger issue is the agent causing a scene about it when the question could have been settled more discreetly.
It sounds like this dude has the customer relations ability of a local fast food worker. Assuming of course that the lady wasn't the one getting loud about it 1st

As a parent, yes it is.
As a fellow passenger, yes it is. Unless you like screaming babies on your flight.
The milk is a necessity for the baby. It isnt really that hard to understand.
With that being said, that bitch needs to pack better.
