At that point, why force them to close at all?

Just allow them to be open 24/7/365 and leave it to the bar to decide their hours.

I don't know about over-reach but it is a terrible idea to put all the drunks on the road at the same time.

That's the issue with having bars in nothing but scattered strip malls that pretty much nobody can get to without an automobile.

1)I think a business should have the sole choice of choosing their hours
2)Assuming the 1st condition is not met, I do not believe a bar that caters to college age kids should be open that late. Adults make their own choices, but staying out until 4 seems like a lot of failing students.

The logic here is flawed. If the bar stays open until 4am the college kids will just party for 2 hours more and then your in the same boat with 2 more hours of drinking under their belts. Or at least that's what I would have done if bars stayed open until 4 back in the day.

Why don't they have mandatory closing times for other businesses? Why can Waffle House stay open 24 hours but not a bar?

It may cut down on the binge drinking as well. People will have more time to drink so they wouldn't be pounding fireball at 11 PM so they could make it to the bar with a few hours left to drink.
