Bourbon street construction nearly 3x over budget
quote:

Reconstruction of an eight-block stretch of Bourbon Street marked a milestone Wednesday (Jan. 31) as city officials hailed the completion of work on four blocks from Canal to St. Louis streets. But costs for the project - which has been divided into two phases - have skyrocketed from an original estimate of $6 million last spring to $13 million in August, and now to $17 million. Meanwhile, as officials proclaimed Bourbon "open for business" at a news conference Wednesday in the 300 block, dancers protested a round of raids over the last two weeks of eight Bourbon strip clubs by federal and local law enforcement agencies. Authorities allege to have found evidence in the clubs of prostitution, drug sales and "lewd acts." Two clubs have also shut down in recent weeks, while seven others face alcohol license suspensions.

quote:

Amid the din, Dani Galloway, the interim director of the city's Department of Public Works, managed to note that costs to reconstruct the first four blocks of Bourbon have tallied $10.2 million - far higher than the original estimate of $6 million for all eight blocks presented last spring. She acknowledged that the city has "learned many lessons" by the reconstruction project, highlighting the tangle of pipes that garbled work schedules.

quote:

Additionally, costs to continue reconstructing four blocks from St. Louis to Dumaine streets as part of a separate project are currently estimated at $6.8 million, according to Tyronne Walker, Mayor Mitch Landrieu's communications director. That brings the full estimated cost for all eight blocks to $17 million - nearly triple the original $6 million estimate.

It takes a lot of money to pave streets in Gods country. What do you expect?

No one is surprised by this. It'll end up taking 3 years longer than expected and cost 5 times more than the public was told.

It's as a part of the fabric and history of New Orleans as Mardi Gras.

Didn't the timeline get pushed back 5 months after the first few weeks of construction?

Im sure i could have estimated that they would have to battle a maze of pipes in a city that old with such poor planning.

Not surprised at all, but there are some valid reasons along with the fcked up process of Nola city government. Most government projects get screwed up.

I could imagine how the bid process went. Contractors show up to look around and are given some half assed drawings with little to no detail. Hell, there probably aren't even any records worth a damn going back more than 20 years on what's under Bourbon.
So the guys break ground and start finding all kinds of piping, electrical, sewage stuff there was not expected.
This isn't like going to re-pave Essen Lane in Baton Rouge.

According to city officials and public records, the Bourbon project was tacked onto a "specialty pavement rehabilitation services" contract put out for bid in December 2016 and won by Hard Rock Construction, LLC, which submitted a bid just under $4 million.

So it's now over 4X the original bid. What's even the point of the bid process when you can change order that much?

Yeah but figuring out which are live and which aren't and where they go takes time and truly sucks.

Yeah that's gotta be a nightmare.

I really think this is a case of underestimating the job, not some pocket lining scheme.

On any normal project, estimators would throw in extra money in the bid for incidentals like that but I'm sure Mitch and Co. told them they could just change order this thing to death as cover for their kickbacks.
