But if you do that you'll never win a bid. You bid on the shitty plans you get and hope for the best and if you run into problems it's change order time.

Honestly, if you were going to try to run cover for some corruption, this is probably as close to a perfect scenario as it gets.

Yep, most of the time the plans we get are pretty straightforward but I've had some nightmare projects too.

Knowing how this stuff works, the city is incompetent to accept a bid 1M under everyone else without vetting everything completely before signing the contract.

Differing site conditions matter and they should be entitled to an equitable adjustment for those problem, but to tack on more work in scope to an existing maitnence agreement is bad public procurement practice.

This is incompetence in action, not necessarily fraud.
