Seems like a “Notice to Vacate” would require a little more official delivery than a piece of paper taped to the front door

This is simple for the landlord to do. A Formal notice of eviction is much different delivery and seriousness (delivered by Marshall in person) which is why the landlord is giving him time to avoid that

According to the document on the door, it’s the Landlord and a Witness to the signing for reason “Failure to pay current rent on time”

If for failure to pay rent, I’d have to think them and the owner of the property settle up. To be honest, not much the owner of that building could do with that dump of a building in the near term, so probably best to keep them there and paying rent.
Now longer term, have to imagine that lot is worth a nice price and could be repurposed.

My guess: The landlord has a better offer for the lease or even for the purchase of the property so he used a minor infraction (likely an oversight by Bogies) to terminate the lease.
