If someone was very tall and VS-model-thin maybe they could pull it off. But it isn't my style at ALL. And it looks terrible on her.
Honestly, it probably looks terrible on anyone with any fat or anyone that is short because it makes you look stumpy. No idea what made her choose that

It is. And her color coordinating is fine. Those bottoms are just as if someone took the worst aspect of a grandma swimsuit (high waist) and mixed it with the worst aspect of a stripper swimsuit (open sides).
