They are just doing this to try to shock people.
If they really cared about the black community they would be over in the gus young area telling the young adults to stop shooting at each other. Instead of fixing problems in the black community they are attention seekers. This is why NBR slipping more and more down the toilet.
It is like a kid that keeps getting closer to a cottonmouth snake with a stick trying to poke it. Sooner or later the snake will bit you if you slip up.
They are just doing it to get publicity.

This. They may assume their presence is "scary", and made more so by carrying a weapon. It's classic intimidation tactics. Unless angry black man words bother you, they are more of a pest than anything.
