Are the double crimes premeditated to facilitate escapes?
That the area is under-covered with police is well known.
So, you are a perp with a purpose. You attack one person, and walk away and expect the police in the area will go to that victim, and while they are getting their act together to go to the first victim, you get to your second victim, knowing there aren't enough police to cover two crimes within a couple of blocks of each other?

In the early/mid-90s there was an Informal LSU (and even younger BR kids) party here pretty much every weekend. It was very tame by Bourbon St standards. Little (eta I guess it’s called “Original” TI now) Tropical Isle (only Tropical Isle at the time) hand grenades would give me a year of heartburn nowadays. Good times.
