IT means the odds of a big mess on roads during day on Tuesday are pretty decent. Temps are projected to be near freezing much of the day with LOTS of moisture present. Air just above the surface in BR will be slightly above freezing but above that should be freezing or below.
Translation: lots of sleet, then some snow later that evening is quite possible.

Basically the models make a simulation of the temperature profile of the air above us, and with the dew points as well. A "warm nose" refers to warmer, above freezing air just above the surface. In our case, it's pretty small, so would likely support sleet falling.
"Wet bulbing" refers to when you've got a precip falling through not completely saturated air. Some of it will evaporate, which draws energy out of the air and cools it down some. It's why the inside part of your AC is the evaporator. This action can act to cool the warm air above the surface enough to make straight snow.
The model soundings looked good for sleet and snow late afternoon on Tuesday.
Actual soundings are done at NWS sites everyday btw. That's why they have weather balloons, to get all the temperature and wind direction/speed data of the air from the ground to the upper levels.

I really hope there is no snow next week. It is going to cause a lot of problems and cost the area tons of money and lives. I know you guys are hoping for that.
