Worst traffic I've experienced was in Sim City.

Pittsburgh is terrible heading toward the tunnels from either direction.
The correct answer from a population/traffic ratio is San Antonio. For a city of 1 million, traffic flows pretty well most of the time.

Houston proper isn't really that bad. The suburbs are a different story though.

The answer is usually a land lock city that doesn't have many natural obstacles that cause roads to be built in certain areas and not others or in a limited capacity(on the coast, mountains, Rivers). The ability to build loops and by pass the CBD area is key. Also places that are able to build surface roads that are used by the local population. When you have a local population that jumps on the interstate to travel 2 exits and jump off instead of using surface streets, that's a sign that infrastructure is lacking and recipe for disaster.

I can get from Port Allen to Essen in less than 15 min. For all the hate BR gets that isn't bad.

Phoenix isn't that bad. Sure it has it's rush hour traffic times...but the streets are on a grid system so it's pretty easy to take surface streets and avoid the freeway if necessary.
I've been caught in some horrendous traffic on the 101 and Superstition Freeways. The mile grid surface roads usually flow pretty good and you can consistently time your trip out if you're using them.

Yeah traffic can get bad during rush hour on the freeways in PHX(esp I-10 westbound near downtown PHX close to the tunnel) but you usually can just hop off and find a quicker route via surface streets if you need to.

Just fix that little piece of your street that the monster messed up, homie.

Charlotte isn't too bad, but should get much better once they complete the 485 loop in the northern part and finish widening the 485 loop in the south and widening 85 toward Concord.

Compared to DC, Atlanta and LA, most cities are decent
Posted on 7/20/14 at 6:58 pm to Spankum
I think this is because it has frontage roads and the interstate does not have an exit into each driveway.

Houston is the worst
San Antonio traffic sucks balls

Not a big city but Sacramento isn't bad for its size.

Without traffic?
Indianapolis - their interstate system is perfection. 3 major interstates cross in one city
Salt Lake - surprisingly good drivers there
San Antonio - arm pit of the country but roads move

It's kinda odd that you've been caught in horrendous traffic on 101, even at rush hour I find it flows pretty smooth outside of right at the exits for 202, I-10, and 60 where it slows briefly.
Now traffic does get pretty bad at rush hour on I-10 like Nurse said and on 60/superstition freeway like you are saying.
But even on those it's not the horrible traffic I've dealt with in Atlanta/Birmingham/DC/LA/Boston. Now wrecks are a different story of course, but that goes for anywhere.
