I would go to LSU, because LA tech is absolutely no better than LSU. I don't know the rankings off hand, but I would say LSU is probably higher (not that rankings really mean much). LSU is going to offer a much better social experience with the same education.
But as someone with an engineering degree from LSU, I would definitely go to Georgia Tech or a similar school with those credentials. Hell I'd shoot for the 36 and try really hard for MIT. That's an oppurtunity most people will never get.

Well, he's obviously accepted into the in-state schools, I have no idea if MIT is even a possibility. He's an Eagle Scout...??? That's good, right? I don't know about his rèsumè. I'm not sure how comfortable he is being that far away from home. Saying he's lived a sheltered life with overly protective parents doesn't really scratch the surface.
So, if MIT isn't an option, Tech or LSU??

I'd suggest Tech may be a better option for someone just content to be an engineering nerd (no offense meant here). As others suggested, though, there's plenty options between MIT and LSU/LaTech that it seems he should consider as well, i.e. Ga Tech, Rice, U Texas, et al.

I went to an MIT info session in BR when I was in HS. No way I would have gotten in, but it sounded like it would be zero fun. Its a ridiculous amount of coursework.

Got a buddy at MIT in ChemE. He's studies a lotttt.
If your cousin has those grades he might as well try to get into UT-Austin or A&M. Both really highly regarded engineering schools.
As far as LSU or Tech, LSU probably has way more opportunities after graduation. Tech does however have Aero engineering which LSU doesn't offer.

To answer the question, LSU.
But with a 4.0 and a 34 ACT, his sights should be set on far higher than either school.
