Put up garage sale signs in his neighborhood with his phone number on it and don't put the date just put Saturday at 6am. Leave them there.

Invite him for drinks to discuss things. Be cordial and fill him with liquor. Lots. When he leaves, have someone follow and call him in. DUI easily. Do it on a weekday so he misses work the next day.

If he is as you’re describing then he’s probably someone who is dumb, lacks proper impulse control, and has a poor ability to appreciate the consequences of his actions.
In other words, the exact kind of guy you do not want to annoy and as a rule should work to avoid having in your life. But if you really want to call and ask if his refrigerator is running then by all means.

but you could post a classifieds add in several places that he has goats for sale for cheap. i saw this done to a poor bastard once and those goat collectors come out da woodwork and in a hurry. it was a relentless, hourly stream of phone calls from aggressive goat lovers for weeks.

Go on Insurance Quote websites and enter all his information including phone number. Do this on 10 websites and he will be bombarded with calls daily
You can make up funny names IE: "Mike Hunt" etc etc
Or just use his real name
