When I was growing up Nintendo was always the brand that seemed more family friendly. Whether that still holds true today, I do not know. I'm a little out of the loop at this point. He probably has his own opinions based off of what his friends at school have. Just a piece of advice, you will need to be paying close attention to the individual games that you buy him and the online content that you allow him to access. They can have some pretty adult and downright disgusting things in some games.
Also, you might get some better answers to this on the gaming board.

My 3 yr old can play my PS4. He isnt fast enough to shoot on BF4 and Uncharterd 4 but he can move around pretty good.
He likes to play outside as much as he likes to play games.

Nintendo Switch. They've been hard to find but its been out a few months now so supply should be catching up to the demand by now. It has a docking station that connects to TV to play at home or it can be undocked to play on the go. Game choices are somewhat limited because the console is so new, but Nintendo does produce a lot of games geared towards younger kids so more should he coming out soon. Mario Kart is out now and would be a good game to start with

Well, like I said. He's not an "inside" kinda kid. FTR, we were using gift cards he got for his birthday and told him he could get what he wanted.
He chose a new scooter, a toy bow and arrow and a tennis ball catch game.

Build a computer together. Very easy and a good skill for him to learn

Take it from me. Don't do it. One of the worst decisions I ever made as a parent.

"If only I had forced him to go play outside.."

Other than a bicycle and a Daisy BB gun I'd say find him one of the 3rd party consoles that can play all the old NES, SNES, and Sega Genenis games.

Any ideas on what I should get him?

Buy him some outdoors shite like a trampoline. Video games will turn him into an anti social tranny in the future (srs)
I've seen it

I don't know what the frick some of these clowns are talking about, but a console won't ruin your kid
Anyway, Nintendo tends to put out more family friendly games than the others, but the other consoles are also more versatile for the sake of the whole family. Streaming among other things. Xbone and PS4 also have kid friendly options. You just may have to do some research.

My boys 7&9 have ps3, Nintendo Wii, ipads, and xbox (giving grandparents) but they play the Xbox most of the time which is usually only when they can't go outside

A modded Wii and it's not even close. For $100 bucks you'll get 10,000 Nintendo games including over 1000 Wii games.
