I’m not sure what that is. Would that have been possible in a dense crowd on very narrow, steep stairs divided by a rail? Honestly, I don’t know.
Yes and if you cannot then you handcuff her behind her back and escort her out.
Carrying her is completely wrong....if you drop her on the steps and injure her....the department is liable.

My first thought was that it was an 'Attention Getter';

At least you seem certain.

the two officers should have put her in a non-compliant escort position and escorted her out.

If they had been more patient and she caused the officer and bystanders to fall down the steps, who is liable?

When did I say be more patient?
You grab her and put her in the escort position and remove her....takes the same amount of time and is safer for everyone.
Again, we are taught these tactics. We are taught how to safely escort and remove unruly people from areas.
Using the proper tactics that are taught to us is what protects us from liability. When we stray away from those tactics is when we open ourselves and the department to liability.
The officers made a mistake in not using those tactics and she is gonna get paid for it.

I'm sure Tangerine will be here shortly to explain why this cop needs to be thrown in jail. Oh, wait, it's a white victim so never mind.
Good job officer
Good job officer

That cop. Such bravery in the face of danger. Dutiful public servants. A finer profession does not exist.

Hmmmmmm.
I watched the video a few more times in slo-mo. It does seem like the officer behind her should have been able to cuff her. He had her left arm behind her back, and she was just holding on to some guy’s shirt with her right hand.
Looks like the two officers bending down were trying to untangle her leg hold on the rail. Her legs were linked over the rail and her upper body was mostly restrained- so after they got her loose I don’t see how they could have avoided lifting her. But you are right that mistakes were made. That officer behind her should’ve been able to cuff her before they took her off the rail.
I still have no problem with the officer who protected himself.

From the Escort Position...you use pain compliance and continued pressure to untangle her legs from the rail.

And in the end....it just looks bad and that chick will get paid for acting an arse.

She got what she deserved. I'm white and see no problem with it she asked for it. However, if this was reversed it would run 24/7 on CNN / MSNBC / ABC / CBS / NBC.

Yes, the one word that if a white person says it, all charges against the black person it is said to are automatically dropped with no further questions asked...................................This is America today..................

But you aren't allowed to be "set off".

You obviously have LEO training. I’m asking this out of genuine curiosity.
If you found yourself in his situation, at the moment she is swinging at him, what should he have done at that point? Ignore all the errors he and the other officers made that led to that moment.

You tell the other officers to put her down and you restrain her properly.
You don't lose your cool and risk your pension over a drunken half-arse slap.
And you don't let her win by getting paid thousands because its caught on camera.
