You'd think several weeks would be enough time for state police to investigate this. It isn't exactly a detailed wire fraud case, this one should be very simple.

Update :
Boat driver was originally arrested on July 2nd and charged with hit and run and DWI. He was released on bond the next day.
Fast forward to July 13. He was arrested again with added charges of first degree vehicular negligent injury and careless operation of a vessel.
Guess who the plaintiff is that charged him with negligent injury?
Kracker. His first cousin. For his broken ribs.
Anybody want to help me produce the Netlflix documentary?
