Err the city would operate the line, and fwiw the state doesn't collect a penny from property taxes.
Also the water campus and private development are not moving forward because of the rail line. They are moving forward already or because developers believe they can make money now. The light rail at best won't be finished until 2021. You have things backwards.

The reason a bus line fails is the same reason car traffic sucks, they have to share the same lanes of traffic. Streetcars don't necessarily need to. Light rail is great because they don't get stuck in the same traffic cars do.
In my opinion, the discussion isn't whether or not this would be a good thing for Baton Rouge, because it absolutely will be. The discussion should be centered around if it is a good deal. Is the benefit worth the cost? If the money is all federal and private, then yes.
While this project seems limited, remember, it's just the start. The nicholson line goes in first, then the commuter rail between NOLA and BR, then the mid-city line connectin the two, then both lines get expanded, then we get a line to the airport, then we eventually get high speed lines connecting Houston to BR to NOLA and maybe dven Lafayette. This could be the start of something great...or a boondoggle. All I know is that i'm excited to see what the future holds.

Also, Baton Rouge used to have a streetcar 70 years ago. It, like many other cities, was a victim of a conspiracy (which has been proven correct). A partnership of GM, tire-makers, and road builders made a shell transit company in the 40s which lobbied public officials so they could buy streetcar lines from municipalities and replace them with busses. The people protested and even brought suit, but it was too late. By 1960, most streetcar lines had been replaced by busses.
The popular streetcars were replaced with shite busses on purpose, to force commuters to buy cars or else have to rely on their inconsistent bus lines. With the development of the interstate highway system and the lack of reliable public transportation, urban sprawl and the car culture developed out of necessity, and was only accelerated by white flight from integrated school systems.
We're only now beginning to realize what we lost.

With the water campus in the design phase, and a few other private developments on paper, I think this is a good gamble.
You make a good point. However, I think the better option would be a light rail down Government to service mid city. If the implementation is successful, then I could see Nicholson being viable for promoting future growth.

Only thing Ive seen said is that its not in the traffic lane. The counter to this is that the streetcar will be slow. It will also have to stop multiple times to let people off and to let traffic cross. It wont be any faster than the buses.
If the people building this are going to rely on LSU students to be the driving force behind it, it will fail. The drunk buses were free and still no one rode on them. Now you want these same people to pay to get on another form of public transportation? Wont happen.
Kingbob has this as a start to a super rail connecting Houston. Do you think the funding will continue to come in if the 1st piece is deemed a failure?

This would be way more useful in a number of ways. The people in that area would use it. It could lead to other places getting the rail because the initial rail wasnt a failure.

Also something that really perturbs me about the "why not buses argument" is that, if that were the case, why do cities all over the world and country not just go to buses as well? The arrogance of Louisiana's people to think we're so much smarter when we in fact rank near last in every objective metic is absurd. Maybe we should start to take note? Of course we won't and then those people will be the first to start a "baton rouge sucks" thread.

I dont think anyone is thinking we are smarter than the world. Seems that the people in here are saying its a very expensive project and the route is poor.

Each of these items come from different departments and budgets. Money is not pooled like you think it is. WTF does Baton Rouge have to do with widening state interstate?

You can add or subtract busses to suit your needs and to adjust to fluctuations in demand. $100m buys a whole bunch of busses.
Autonomous cars will render this thing obsolete in 15 years. I feel like these projects are nice but are just ways to subsidize the development of politically connected peoples' property. I noticed that Congressman Graves' brother in law, who lives in Ohio has been named realtor for all those water campus deals.

No one wants to ride on a bus. When the streetcar on St Charles was switched to buses due to construction, I decided to not bother to even use the bus. Buses suck.
