It uses "financial security" and "risk of natural disaster" as part of the metrics. That's why this list seems messed up

Man, I just have a hard time seeing Chattanooga being ranked that low. I've always heard that it was dangerous, but I just don't see it anymore.
The downtown is completely revitalized. It's clean, well-lit. You see more people kayaking and paddle boarding on the Tennessee river than you do questionable characters.
