It’s the way the law is worded, which likely dates back to the 1980 merger, when SBR was generally undeveloped.

Why hasn’t the single downvoter responded as to why unincorporated persons need to pay taxes to cover incorporated city operating budgets?

It's quite ridiculous. The even funnier part is that even though the city knew there was a chance that St. George would pass, they didn't even make a plan around it. They were actually quoted that in the Baton Rouge Business Report How short sighted and stupid do you have to be to not even come up with a plan for something that most saw to be highly likely?
And BR city residents wonder why the unincorporated areas want their own city funds

Sounds fair since StG is offering about 20% of the parish costs when they are one of five municipalities in the parish.
Edit - 20% overall but about 39% of CP cost.

It appears St. George was overly generous.
SG was putting up more than their fair share.

Problem with this stall tactic for her is that it won’t last forever.
It lasts her through this term for sure. It may not last her through either of the next 2 and, in fact, may contribute to a challenger coming up for either of those terms.

SG has approximately 86,000 citizens
or approx 20% of the EBR population but we do not have close to 20% of the schools.
I know many in SG elected to go the private school route, but we’ve been paying our school taxes just like everyone else has.
In the last tax election they promised us more schools. I know one is under construction, but it seems they will renege on the rest even though a SG ISD is no sure thing.
Screw em. The CP and EBRSS has been screwing us for decades now.
