It doesn't matter that he was a convicted felon. It matters that he resisted arrest and unlawfully had a concealed weapon on his person.

You don't demonstrate being a civilized society by killing a murderer who is trying to surrender. Rough him up, cuff him, but don't become what has just horrified a city.
