Baker speeding cam ticket

Literally asking for a friend.
Buddy got a speed camera ticket in Baker in the mail. It appears to be a civil fine. $100 with late fees if you don’t pay.
Do these get lumped in with the Baton Rouge red light camera tickets where they have no way to enforce it if you don’t pay?
