Where did you get this from? IQ scores are analyzed from the perspective of a normalized distribution. Abnormalities are viewed in terms of St.Dev. A score of 101 is the same thing as 100.

Their sole source is supposed to be an article about the IQ estimating process and the challenges they encountered. However, the link takes you to an Estonian website which translates to "Page Not Found" haha.

However, I'm not surprised to see the average IQ for LA being so low since college grads have been leaving the state for years.
