From what I've been told it's video storage capacity as well as battery life. There has to be enough of both to record for extended amounts of time at above average quality for an unknown amount of time.

I asked a cop friend of mine how his body cam compared to cell phone cameras at the time. Now this was a couple years ago - but he said that his department's standard issue body cams were considered fairly high quality and held 5-15 hours of video depending on quality setting (720 maybe? being the lowest allowed)... but could only record 2.5-4 hours shot continuously on a single battery. Some of the cameras other departments were upgrading to could hold 3-6 hours continuously shot video.

ETA:

Also - They were not allowed to clear the video off their own cams in order to prevent intentional deletion.

They were responding to a call about a woman hearing a noise behind her house. I would think they are going to at least give some chance they encounter a person in a position he/she should not be in, no? That would lead me to believe that based on what I quoted, the body cams should be on and if they aren't then the officers are not complying with the guidelines.

Either you have poor comprehension skills or you have an agenda like this newspaper who printed this skewed report. They did not say the the camera wasn't on just that there is no video. If their body cameras were on there still wouldn't be any video. How hard is this to understand?

Some chance, yes. Could they reasonably assume that? I'm no cop, but I'm guessing cops get weird calls here and there like that at night that turn up to be nothing. To be honest, I'm just not sure since we have no evidence of this that they could have reasonably assumed they'd need the cam on at the very moment this happened.

There is a solution to everything. Life is something that should not be taken for cheap. Were talking about running a small line or even camera back mounted.

It's just obvious that some LEO don't want folks to know everything that goes down.

For the most part LivePD does a great job at showing the bullshite LEO goes through. However, moments like this still show gaps.

We all need to expect better.

Absolutely, hell my wife called the cops one night saying she was woken up after she heard glass break and once the cops got there and investigated it turned out her keys fell off the counter and landed on the tile.

I guess my hang up here is they implemented body cams in order to create environments for cops to not be under constant scrutiny, then they kill a woman and conveniently didn't have them on. They aren't doing themselves any favors here.

I certainly agree. It would be great if they were just always on. Or if they would be required to turn them on the moment they respond that they're headed to a call. Something along those lines.

Seriously dude stop and think. If the dashcam was on where would it be pointed? Where, in relation to the officers' vehicle, was the woman shot? These are questions you should ask yourself. I guess common sense is not something everyone beholds.
