That's some dumb shite.
If you really want to do this, just put all the male and female athletes in separate buildings and don't allow entrance beyond the lobby to anyone (male or female) not staying there. They probably should have it that way anyway to keep the environment quiet and peaceful for athletes trying to rest and focus. Athletes shouldn't be bothered by a parade of people running in and out of nearby rooms.
Also, if I were an athlete who worked my arse off for years for maybe just one shot at Olympic glory, I think I could go a few days without pussy to help keep me focused. But if someone wants to do it, let them leave the building and do it.

I think you can chalk this up to an organization (The Tokyo Olympics) trying to bring thousands of people together (Athletes and Spectators) to make as much money as possible while trying to navigate this era of woke stupidity during the aftermath of a completely over-exaggerated pandemic.
They were probably told by the PR firm they hired that they should do something ... anything at all to show that they are trying to help slow or stop the spread of this politically charged situation. Because the entire world will be watching. If they did not do something then they would be held responsible for any spike by every media outlet that will be desperately looking for any said spike. And by "held responsible" I mean they would be sued by any and every person, official, and country that has the same litigation crazy society that might or might not have been affected.
This would bring great shame to Japan and more importantly potentially bankrupt the organization trying to make bank.
Therefore the athletes or the entertainment for the show will have to sleep on cardboard beds so that the organization can say they tried to curtail the spread. But when you put all of the world's most fit (as the Brits like to say) young people together in one spot or village they will probably have sex anywhere they desire... multiple times... with as many different people that they possibly can. So because of the cardboard beds... you can not hold the organization responsible is was just the bad decisions made by those sex-crazed kids.

Fwiw I had a professor who was an olympian...almost no sex goes on during the games when everyone is hyper focused....after closing ceremonies is basically a week long coke filed orgy tho

First of all, they are athletes, which means they are in very little danger to even get sick.
Second, most, if not all, are vaccinated (assumed), so they have almost no danger of getting sick.

A) isn’t this the exact demographic that is least likely to be affected by COVID
