If you choose to use your collision coverage your deductible will most likely* apply, no matter who is at fault. Should they collect subro from the self insured fund for the cops, his insurance would refund him.
*Some companies will waive it if the at fault company accepts liability, or if you are in an accident with another car insured by your company.

Unless a municipality has elected to get commercial insurance, they are self insured. One can't enforce a judgment against a political subdivision unless it has appropriated funds to pay judgments. Since none do, you get a worthless piece of paper.

Your insurance company should subrogate it.
This would happen if there was any question of insurance coverage by any driver.
In normal circumstances, your insurance would get your car repaired/replaced for you and then they'd go after the driver of the other vehicle.

Someone else quoted an actual law saying that you can't raise someone's rates in LA for an accident in which he wasn't at fault.
As for tickets, at-fault accidents, DWIs, etc., I guess the insurance company can raise your rates after your policy expires, but I've never had it happen to me. I would tend to think that the expense of getting and processing every customer's driving record each year would far outweigh any benefit.
ETA That SR-22 crap doesn't even seem to do anything in my experience. I had to tell my agent I needed one once. I was apprehensive he'd hit me with some big surcharge, but he just printed the stupid thing out and handed it over.
You can't survive in the USA in 2020 without driving. If the Supreme Court can find a right to abort babies in the Constitution, surely any rational person ought to be able to finagle a right to drive a car out of it.

I'd be surprised if they don't pay. Our agency cuts checks every day when we're involved.
