According to the ADA, Collis Sr and his wife were getting a bunch of federal and state dollars running half-way houses and the kids were never supervised. I have not proof of this and not sure if this is still going on but it sounded a lot like the fraud that the people are getting busted for in Minnesota.

He got a $100mil contract for LDH to provide step down psych care. He’s gotten so toxic in the licensing process that all his businesses have been changed to a combination of Garrett, Collis 3, and Elliott.
