The paper in Texas where I sold advertising required a coat and the for men and throughout the 80's and most of the 90's, required dresses for women. The female founder/president/owner thought pants were too casual for the ladies. Evn the receptionist s and secretaries were required to have nice wardrobes

Whenever I walk the Hill I bring a jacket along. If it's hot out I sling it over my shoulder but I would not venture into a Congressional Office without one, that's just disrespectful.

This is my opinion, but I don't think sleeveless dresses would be appropriate attire. Congress members are held to a higher standard and should dress as such. I am not sure if I would consider a dress "appropriate attire". I would think women would wear business suits.

If you want to be taken seriously, dress like you are a US Congressman.

One of our assistants wears sleeveless dresses and blouses and I find sometimes thinking she is pushing the line.

To be fair, she's a reporter, not a member of Congress. And the articles states the dress code is not enforced on the Senate side, so I'm a little sympathetic.

Sleeveless dresses only recently in history became acceptable as formal attire.

In many social situations and formal engagements they are still considered inappropriate.

If men must wear sleeves, shouldn't women? I thought we all wanted equality?
