Some are born "bad" IMO, some are made that way through self-preservation (abuse, neglect, environment, etc.). Watch the Jeffery Dahmer documentary. They interview his father throughout - great upbringing, mostly stable environment through his youth, interactive parents - yet his dad always felt something was off. Also, people claim Aaron Hernandez was cold and blank as early as 6 or 7, this coming from kids that interacted with him.
Some people just lack a conscious/impulse control and have no regard for other people/animals.

Bad children are mostly born with shitty parents. 99% of the time that's why they go wrong. True we have some people like Jeffrey Dahmer, but they are certainly the exception. Most shite kids had shite parents, and then they become shite parents who shite out more shite kids. That is the cycle.

Look at the Columbine murderers: Eric Harris was a textbook psychopath and, by all accounts, had a pretty typical upbringing; wasn't abused or exposed to anything traumatic. Kid was just born on a collision course to do something terrible. Many psychopathic individuals are. But just as many are also born normal before having their brain waves damn-near rewired due to childhood trauma (be it emotional or physical).
Dylan Klebold, on the other hand, didn't demonstrate any psychopathic tendencies. Rather, he developed serious depression as he went through high school and clung to Harris' charisma as a flotation device. He wasn't a kid necessarily born bad but grew susceptible to bad influences.

Well, it's not tabula rasa, that's for sure.
Some children are born with a biological tendency to be much more impulsive than others. Temperament to a large degree is inate and identifyable at just two months old.. Some children even have a genetic tendency have less empathy and be more calous and unemotional. The latter with impulsivity is a particular dangerous combination that sets the stage for a very difficult child to raise. These are facts. And as others have said, negative environmental factors can have an adverse impact on brian chemistry and development.
With that being said, it is both nature and nurture. But biological and genetic factors have much more of an influence than most people think.

They play all the games.
One of my E&I designers had a pop-up from Clash of the Clans show up on his phone one day. He's 27 and plays it and there is chatting available.
It sucks that kids can easily be introduced to things at an much earlier age than before. If the game has chatting, it's deleted or I find a way to disable it.

Compared to most people who go heavily wrong, Dahmer's parents were wonderful. I know multiple people who grew up in a Dahmer like household and were fine, my dad among them. Dahmer regardless of his upbringings was doomed to be a monster, and that's why he's such a fascinating case. Nothing in his upbringing indicates that he should have turned out like he did.

Children are born, at best, as amoral savages, some with stronger and more aggressive tendancies than others; the degree to which their parenting civilizes them, or twists them towards a cultivation of their savagery, creates the variation seen in adults.

For serial killers I think it's more common for there to have been some type of mental defect from the beginning, meaning psychopathic tendencies. Many of those people were just weird from childhood, whether their upbringing was normal or not.
Environment is the biggest factor for people that commit crimes against people to get what they want.
Psychopathic tendencies tend to be genetic in nature.
Sociopathic tendencies are probably more environmental in nature.
