well oddly enough, in the beginning COVID 19 was a racist, bigot attacking mostly black people

More targeted testing through contact tracing is a likely contributing factor.
If contact tracers were allowed to ask about protest attendance, the percentage of positives would likely jump a good bit more.
But they can't, because obviously thousands of people in an enclosed space don't spread the virus as long as they are protesting oppression. Or something.
