Anyone Recieved the "American Community Survey"?

I randomly received a letter from the US Census telling me that I have to fill out an on-line survey called the "American Community Survey". I really have no problem with the gathering of statistics by the census bureau, but this fricking thing is supposed to take 40 minutes to fill out. It says that I am required by law to fill it out, but I really don't want to spend an hour answering questions.
Has anyone heard of this before?

Ignore it and they will start calling and eventually end up at your doorstep. Been there done that. Asks crazy questions like

Technically you could go to jail, but probably not. What they'll really do is keep escalating--phone calls, and eventually a census worker will come knock on your door in person. You'll give in at some point and answer the damn questions just to get them out of your hair.

I didn't fill out the census in 2010. Someone came to my house one day wanting to question me. I told them I wasn't filling it out and I would not answer their questions. I then rold rhwm
