I was standing inside the side gate one day, reading something on my phone I guess. At some point I looked up through the gap in the fence and realized the old man across the street had been standing still staring over the entire time.
He was the kind of guy who wouldn't say much or make eye contact when you tried to say hi or bring him mis-delivered mail. My only guess was that he was an old hippy having flashbacks or something.

And I said most of the time, essentially when my hedges were 6 inches shorter and I walked out 5 times daily, I'd see him at this spot 3 or 4 times.

Average 1 acre lots with paved driveways. So some neighborly etiquette applies.

My Fil’s neighbors have waved to him one time in 15 years and their rear decks are about 100 feet apart maybe. They sit on their deck late afternoon and toke a bit.
FIL is not a talker and he probably likes it like that they don’t speak, however, he does mention them basically looking away when he looks over there. IMO they probably just don’t want to be too social. I wave and they wave back when I walk through FIL’s back yard to head to my car after visiting.

I figure he's just a nosey neighbor who likes looking at the girls over here. The fact that everyone in the family has noticed the same thing and he moved his favorite spot when the hedges grew discredits your theory that I'm checking out my neighbor vs he's checking out my property when I'm not present.

Any chance it’s a coincidence?
With my neighbor to the left, there happens to be a nice sky view in that direction that I naturally look at when hanging out in the back, in or by the pool for example. Sometimes I wonder if that looks weird from their perspective similar to what you describe.

Of course there is a chance but there are other details that make it much less of a chance. I don't think it's egregious but it was enough where I had to draw a line. Something happened this morning that reminded me of it and thought TD might take the ball and carry it for a while.

What line can you draw? If he is on his property, you don’t really have a say short of putting up a taller fence or hedge.
