My response any time my card is declined:

I can give you twenty thousand reasons that isn't possible

A declined card doesn't always mean you have no money. My bank, for example, will and has put a hold on my account because some transaction threw up a flag for fraudulent activity.

I've had cards decline multiple times when I knew I had money. after the 3rd time it worked.
