The FBI estimates that there are at least 25-50 serial killers operating at any given time. Chances are that BR, and most any other city, has seen a few even if they didn't know it.

Derrick Todd Lee ('92-'03) and Sean Vincent Gillis ('94-'03)were murdering at the same time and there was suspicion of a third nameless murderer according to a couple of books I read.

You are probably correct about the height estimate disparity. Animal scavenging accounts for most instances of incomplete skeletal remains.
Another problem with clay 3D reconstructions is when articles of clothing are not found with the remains - as the build of the individual is not known.
Artists that do these reconstructions work off of a chart which gives guidelines (based on gender and race) of the depth of the skin at points on the skull/face, known as 'tissue depth markers'.
This was good work considering the agency probably had very little to go on.
