Not sure if the same dude but this guy caught me around Xmas to NYE one day in traffic right in front of Perkins Row on Perkins. He was carrying a big arse aluminium road sign that he wrote a psalm on the back of. He would look at people in traffic and wobble the sign to make that noise they make and be like "ALLLLL WE NEED IS JESUS, BROTHER!" like he was Randy Macho Man Savage or Hulk Hogan. He was short, built white dude.
Bat shite crazy and I imagine he intimidates women standing 4 feet out your window like so.
Is that him?

Yea he's gotta be living in the area. probably at them cheap Swaggart studio apts. He was on a Bike with that road sign the day I saw him. He got off his bike to fricking single me out and preach.

The guy I'm talking about is about 70 and maybe 5'6" 135 lbs. He drives a small truck like a Nissan Frontier that he backs up near where he puts his cross. He's always wearing a white hat like this
