Depends on the scenario. Having cops that aren't fricking awful at their job would help as well.

Holy shite, though, this must be a regular occurrence in that city because no one is freaking the frick out. Either that or these guys are immigrants from Mexico and have seen some serious shite in their lives (the city's demographics are roughly 40% Hispanic). If I saw a guy get gunned down by police, I think I'd be freaking the frick out.

If they're aiming at bystanders, sure they do. If they are trying to neutralize a threat and there is an unfortunate outcome for an innocent person, I think the fault lies more with the perp than the cop.
It's easy to pass judgement until you are placed in what could potentially be seen as a life or death situation. Not many people will just stand tall in a hail of gunfire or a knife fight like in the movies

no you cannot. But its more of the impatient pussification of the cops shooting the guy. There was no rush. Not to mentioned they missed him from 5ft away before he ran across the street.
