I don't blame the teacher or the students - I blame the school for not having decent crazy eye testing. You don't need a background check - if you're interviewing prospective teachers and they don't blink for five minutes, it's probably best to move on.

The wording of these laws is so dumb. Not sure about Louisiana, but in Alabama it simply says "School employee engaging in a sex act with a student."
"School employee" could be any employee at any school in any district having a relationship with an 18 year old at any school in any district. A 22 year old part time bus driver in one county who dates an 18 year old student in another county is committing a felony when they have consensual sex according to the state of Alabama.
These laws need a complete overhaul.
